There are 49 Recruitable Digimon in total. This list is ordered alphabetically, so if you're looking for a specific Digimon, use the Search Function (Ctrl + F).
Regarding Prosperity Points (PP), as a general rule: Rookie Digimon will add up 1 PP, Champions 2 PP and Ultimates 3 PP. However, there are three Champion that only count as 1 point (namely, Numemon, Sukamon and Nanimon). I've added the PP value next to each Digimon's name anyways.

NOTE: I'll be referring to every Digimon here as a "him" for the sake of linguistic congruency, but I couldn't care less if they were all "hers" - in fact, to me they are all sexless, genderless "its". Just thought you should know.

Agumon (PP + 1)
This will be the first Digimon you'll recruit. Just head into Native Forest and he will come and attack you. Defeat him and he will join the City.
Agumon opens up an Item Bank (to store your Items).
Airdramon (PP + 2)
Once you have at least 50 PP in the City (you must talk to Jijimon in this case), when you head out of Jijimon's House, Airdramon will ambush you (dealing some damage to your Digimon in his attack). You must defeat him in battle, but he will *officially* join the City after you defeat Analogman and Machinedramon.
Airdramon works as some sort of "fortune teller". And whatever he tells you means absolutely nothing.
Andromon (PP + 3)
To recruit Andromon, you must first check the Sewers in Factorial Town to find the sickly Numemon. Then, you must talk to Andromon to stop the sewer drainage system that is making Digimon sick. But Andromon wont comply. So you must head out and go one screen east to find 2 Guardromon blocking your way further into Factorial Town. They will tell you that you need a special permit to have access. So go back to Andromon and ask for this permit. Again, he wont help you. You must go back one more time to the Guardromon and ask them about shift change. They will inform you shift change is only at noon and midnight. This means you must come back at the right time in order to get into the factory when they are momentarily gone (NOTE: You must be in the previous screen to the 2 guarding Guardromon WHEN THE CLOCK HITS 12 AM/PM and then enter their screen - otherwise, it wont work. And once you enter the factory, the 2 Guardromon will permanently disappear). Here you will have to find and battle an insane Giromon. Once you defeat him, he will fall unconscious. You need to go back to Andromon for him to shut down the factory. He will tell you there's some data he needs to repair and he will ask you to come back later. So visit him again the next day and he will share the data he recovered about the island's past and the war between Analog Humans and Digimon. After that, talk to him again and he will join the City.
Andromon does nothing except occassionally show up right next to Birdra Transport (apparently, he's busy keeping File City and Factorial Town under check!).
Angemon (PP + 2)
To recruit Angemon you have to enter Ice Sanctuary (which, by the way, you can only do with a Vaccine-type Digimon). Once inside, you will find a statue of ice which you'll need to move with the help of your Digimon in order to reveal a stairway that leads underneath. So go down into the icy room below and find the secret passageway (which is almost unnoticable as it blends so well with the surroundings - but it is alongside the right wall) that will lead you into a series of maze-like screens. Basically, in the rooms with the teleporting crystals you have to always go into the top right crystal to be teleported into the next screen. Eventually you'll find yourself in the last room with a blinding sphere of light in the back. You must defeat the Digimon blocking your way here in order to get to it, then immerse yourself into the ball of light. This will "awaken" Angemon. Lastly, you must return to Ice Sanctuary's main room to meet Angemon. He will then join the City.
Angemon will work as Jijimon's advisor and he will give you hints as to were to go and who to recruit next.
NOTE: Unless you already have recruited Monzaemon or have 50 PP, Angemon will upgrade/revamp Jijimon's house as well when he joins the City.
Bakemon (PP + 2)
You will find Bakemon at Overdell Cemetery (north of Tropical Jungle). Talk to him and he will ask you three questions in his own "bakke bakke" language which, unless your Digimon is also a Bakemon, you wont understand. Regardless, what you must answer is: yes, yes, no; respectively. If you do otherwise, Bakemon will simply disappear; but leave the screen and re-enter it and he will be there again, so you don't lose anything.
Bakemon doesn't do anything in the City except "patrol" it at night.
Betamon (PP + 1)
Northeast of Tropical Jungle there's Mangrove Region. There you will find Betamon. Talk to him and he will join the City.
Betamon will open up a small, "picnic" Item stand to sell you various basic Items.
NOTE: If you recruit Betamon after Coelamon, then Betamon will expand the Item stand by adding a couple more Items for sale.
Birdramon (PP + 2)
To recruit Birdramon, you first need to have access to Great Canyon. To do this, you must first come across the "invisible bridge" at Great Canyon Entrance (although you wont know it's a bridge yet). Then talk to Yuramon back at File City about the invisible bridge rumor. Next, head back to Great Canyon Entrane and you'll be able to walk over this bridge to the other side.
Next, in Great Canyon you will find an elavator. Go all the way up to the Rooftop Area where you'll find a nest. Birdramon will then appear and fight you. Defeat him in battle and he will join the City.
Birdramon opens up "Birdra Transport" to quickly take you to different places in Digimon World for a small price (a must have!).
Biyomon (PP + 1)
One screen down of Patamon's screen in Gear Savanna you'll find Biyomon. He will think you are the "Digimon kidnapper" and run away from you. What you must do is chase him one more time and when he runs, go to another opposite corner; then your Digimon will go after him to chase him back. However, sometimes, instead of running back to you, Biyomon will run off to another corner of the screen, so you must repeat the process until the ambush is a success! Afterwards, Biyomon will join the City.
Biyomon opens up an Item Shop (expands and replaces Betamon's & Coelamon's "picnic" Item stand), offering more Items for sale.
NOTE: If you recruited Unimon, Patamon or Monochromon first, then Biyomon will simply be an "add-on" to the Item Shop, adding more Items for sale.
NOTE 2: However, Biyomon will be the only one to sell you Super Recovery.
Centarumon (PP + 2)
Northeast of Tropical Jungle (and Mangrove Region) you'll find a maze-like area called Amida Forest. Once you enter that area, Centarumon will warn you that he will shoot you if you approach any closer. Regardless, you must reach the other end of the maze to encounter him. But if he shoots you twice on your way up, your Digimon's HP will be way too low to continue any further, so you will return to the beginning (to avoid this, you must simply head north while recovering your Digimon's HP every time Centarumon shoots). Now, once you reach the other end, you will find three walls, two have "X"s and one has an "O". Centarumon is behind the "O" wall. Once you get there, Centarumon will come out and join the City.
Centarumon opens up Centar Clinic, a very useful place to Rest your Digimon and treat illness and sickness!
Coelamon (PP + 2)
Southeast of Native Forest is a small beach called Coela Point. There you'll find Coelamon, but only during the afternoon/sunset. Once you meet him he willhelp you cross to Tropical Jungle (since the bridge upstream is broken). Once you get to the other side you will find the bridge northwest now fixed. So head back into Native Forest and southeast to meet Coelamon again (he will now be there no matter what time it is). alk to him and he will join the City.
Coelamon will open up a small, "picnic" Item stand to sell you various basic Items.
NOTE: If you recruit Coelamon after Betamon, then Coelamon will expand the Item stand by adding a couple more Items for sale.
Devimon (PP + 2)
You'll confront Devimon on the 6th floor of Mt. Infinity. You must defeat him in battle, but he will *officially* join the City after you defeat Analogman and Machinedramon.
Devimon works at the Secret Item Shop selling his DV Chips (a dangerous but valuable addition!).
Digitamamon (PP + 3)
After you defeat Analog and Machinedramon and return to Digimon World, you will find Digitamamon on the 10th floor of Mt. Infinity (where you first fought Machinedramon). All you have to do is defeat him in battle and he will join the City.
Digitamamon will work at the Restaurant where he'll offer you his special meals (his apperance is random).
Drimogemon (PP + 2)
Once you defeated Meramon at Lava Cave, the first Drimogemon you helped with the dirt and the boulder will continue digging at the southwestern end of Drill Tunnel (you must leave Lava Cave and re-enter it in order to find him there). Talk to him and come back in 3 days (either through Drill Tunnel or from Mt. Panorama) to find the tunnel finished. He will then join the City.
Drimogemon starts a "Treasure Hunting" business where he goes find rare Items for a price.
Elecmon (PP + 1)
You will encounter Elecmon in the screen of the iron door in Gear Savanna. Try engaging him and he will zap you (and your Digimon will lose some HP). Let him zap you 3 times and he will join the City (don't worry, he cannot "kill" your Digimon this way).
Elecmon will simply provide light (bulbs) to illuminate the City at night.
Frigimon (PP + 2)
To meet Frigimon you must first get a Digimon that can't stand the cold sick in Freezeland (most Fire types will do). TIP: The easiest way to do this is to "artificially" induce a cold by feeding Moldy Meat, Happymushroom or another "risky" food Item to your Digimon. Once your Digimon is sick, just walk around for a while until he faints. Frigimon will then "rescue" you. Next, in order to recruit Frigimon to the City you must come back to him when your Digimon has Digivolved to a kind that doesn't suffer from the cold. Frigimon will then join the City.
Frigimon opens up a Restaurant where he'll offer you his special meals.
NOTE: If you recruited Meramon, Tyrannomon or Garurumon first, then Frigimon will just be an "add-on" to the Restaurant.
Etemon (PP + 3)
Once you have at least 50 PP in the City, you may go to the tree house in Native Forest and Etemon will come down with a "flying knee drop" (causing damage to your Digimon) and engaging you in a battle. Once defeated, he will join the City.
Etemon gets kicked out of the City while he tries to make his own harem. However, he will still sell you his Golden Bananas just outside on Digimon Bridge.
Gabumon (PP + 1)
You will find Gabumon hiding northwest of Misty Trees. Battle him and defeat him for him to join the City.
Gabumon works as Drimogemon's assistant in his Treasure Hunting business (you have better chances of getting rarer Items by having Gabumon working with Drimogemon).
NOTE: If you haven't recruited Drimogemon, Gabumon wont appear anywhere until Drimogemon joins the City.
Garurumon (PP + 2)
Entering Freezeland from Misty Trees, you will encounter Garurumon. Defeat him in battle and he will say it wasn't a fair fight because you were telling your Digimon what to do, so he'll challenge you for a one-on-one fight with your Digimon the next day at 4 PM. Come back the next day to battle him (this time his HP will be halved, instead of fully recovered). Defeat him and he will join the City.
NOTE: If you're late to his appointment (e.g. you come back 10 hours or 1 day later), Garurumon's HP will be fully recovered.
Garurumon opens up a Restaurant where he'll offer you his special meals.
NOTE 2: If you recruited Meramon, Tyrannomon or Frigimon first, then Garurumon will just be an "add-on" to the Restaurant.
Giromon (PP + 3)

Giromon brings a (cursed) Jukebox into the Restaurant (a nifty addition that would have been AMAZING if it wasn't glitched and froze the game when you tried to play some of its songs!).
Greymon (PP + 2)
When you have 15 or more PP (you need to talk to Jijimon in this particular case) and head outside Jijimon's House, Greymon will show up to battle you. Defeat him and he will join the City.
Greymon opens up an Arena, which gives you the chance to test your Digimon against others and win a variety of prizes from different Championship Cups!
Kabuterimon (PP + 2)
First of all, you need to fish Seadramon at (southern) Dragon Eye's Lake (during late morning or early afternoon). Then ask him to be friends so he can take you to the other side: Beetle Land. Once there, go into the eastern Gym to find Kabuterimon. He will ask you a question and you must give him the right answer (don't worry, you can try as many times as needed). Then he will join the City.
Kabuterimon upgrades 3 of the training stations at Green Gym (a must have!).
Kokatorimon (PP + 2)
You can only find Kokatorimon in Misty Trees early in the morning (in the screen with the stone statues). You must battle and defeat him and he will join the City.
Kokatorimon does nothing except sculpture a (rather ugly) statue between the next to the toilet at File City.
Kunemon (PP + 1)
Southeast into Native Forest you'll find Kunemon's Bed. Here you will find a hungry Kunemon in a bush. Give him some food and he will battle you. Defeat him and he will join the City.
Kunemon clears up the path between File City and Digimon Bridge by eating up all the weeds between the two screens (very handy indeed!).
Kuwagamon (PP + 2)
First of all, you need to fish Seadramon at (southern) Dragon Eye's Lake (during late morning or early afternoon). Then ask him to be friends so he can take you to the other side: Beetle Land. Once there, go into the western Gym to find Kuwagamon. He will ask you a question and you must give him the right answer (don't worry, you can try as many times as needed). Then he will join the City.
Kuwagamon upgrades 3 of the training stations at Green Gym (a must have!).
Leomon (PP + 2)
First of all, you should have met Leomon at Gear Savanna when he saved Patamon from Goburimon. You will know that he is looking for "something" - although even he doesn't know what it is. This "something" is Leomonstone, an engraved stone from Leomon's Ancestors that tell Leomon that when danger comes to the island he should join the City.
Now, to get Leomonstone all you need is at least 45 PP in the City. Once you have met that requirement, head over to Drill Tunnel and go down into the southern screen (where the second drilling Drimogemon was). You will find this tunnel now opened. So step in into Leomon's Ancestor's Cave! Here you will find Leomonstone. Take it back to Leomon and he will then join the City.
Leomon doesn't do anything except stand inside Birdra Transport (he also tells you about Gear Savanna's secret Item/Card Shop, which you probably already know by now anyways).
Mamemon (PP + 3)
You can find Mamemon in Mt. Panorama Plains (the screen of the MudFrigimon). His appearance is random, but you can find him anytime if you keep leaving and re-entering the screen. He will challenge you to a battle, you may accept or decline (and battle him another time). Once you defeat him he will join the City.
Mamemon opens up the Secret Item Shop as an "add-on" to the Item Shop, where he sells Super Disks and Omni Disk.
NOTE: If you already recruited Numemon or Mojyamon first, then Mamemon will simply join them in the Secret Item Shop.
Megadramon (PP + 3)
You'll encounter Devimon on the 10th floor of Mt. Infinity. You must engage him in battle and defeat him, but he will *officially* join the City after you defeat Analogman and Machinedramon.
Megadramon will occassionally appear right between Centar Clinic and Greymon's Arena and just stand there. Supposedly he shows up in the Arena from time to time.
Meramon (PP + 2)
To get to Meramon you must (1st) battle the kitchen Drimogemon so that (2nd) the eastern Drimogemon digging the tunnel may allow you to carry out the dirt for him in order to speed up the opening of the tunnel. Once all the dirt is out of the way, the tunnel will open; but there will be a giant boulder blocking the way into Lava Cava! So (3rd) you must push the boulder away, and only a Champion level Digimon (or above) can do this (with the exception of three Champions: Numemon, Sukamon and Nanimon). After the boulder is moved, you will find Meramon at Lava Cava. Defeat him in battle and he will join the City.
Meramon opens up a Restaurant where he'll offer you his special meals.
NOTE: If you recruited Tyrannomon, Garurumon or Frigimon first, then Meramon will just be an "add-on" to the Restaurant.
MetalGreymon (PP + 3)
You'll come across MetalGreymon on the 10th floor of Mt. Infinity, right before the Last Room. He will challenge you to a battle. Defeat him, but he will *officially* join the City after you defeat Analogman and Machinedramon.
MetalGreymon work in the Arena as some sort of "name giver", which is... rather lame for a MetalGreymon of his caliber.
MetalMamemon (PP + 3)
You can find MetalMamemon in Factorial Town (second sreen coming from Whamon's Ferry). His appearance is random, but you can find him anytime if you keep leaving and re-entering the screen. He will challenge you to a battle, you may accept or decline (and battle him another time). Once you defeat him he will join the City.
MetalMamemon occassionally challenges you for a Curling Match instead of Penguinmon.
Mojyamon (PP + 2)
You'll find three Mojyamon at Iceberg Beach in Freezeland. One of them will join the City. Which one, is up to you. You see, these Mojyamon are all "Item Collectors", so in exchange for an Item they'll give you another. Now, the thing is that the last Mojyamon you trade all Items with is the one that will join the City. Let me explain: you can trade as much as you like and in any order you desire with these Mojyamon, but the last Mojyamon with whom you trade the *last* Item (that would be the 9th Item, since each Mojyamon trades 3) is the one to join the City. The other Mojyamon will remain in Freezeland and you can always trade with them anytime you like - but the Mojyamon who you recruit wont ever trade his Items again. So, which one you recruit is up to you.I would personally suggest you recruit the southern (middle) Mojyamon since he's the least valuable of the three and you can make a LOT of Bits with the other two (for more on that, go HERE).
Mojyamon opens up the Secret Item Shop as an "add-on" to the Item Shop, where he sells two special Items: Rest Pillow and Health Shoes.
NOTE: If you already recruited Mamemon or Numemon first, then Mojyamon will simply join them in the Secret Item Shop.
Monochromon (PP + 2)
You'll find Monochromon running his own item shop at Great Canyon (in the screen with the toilet room). Talk to him and accept his request to help him out with the sales. Basically, you'll work for 8 hours attending some (16) customers that will come and go asking for Items. Make over 3000 Bits in sales and Monochromon will join the City (if not, you can always try again).
Monochromon opens up an Item Shop (expands and replaces Betamon's & Coelamon's "picnic" Item stand), offering more Items for sale.
NOTE: If you recruited Unimon, Patamon or Biyomon first, then Monochromon will simply be an "add-on" to the Item Shop, adding more Items for sale.
NOTE 2: However, Monochromon will be the only one to sell you Protection.
Monzaemon (PP + 3)
In order to recruit Monzaemon you must first Digivolve your Digimon to a Monzaemon. The easiest way to do this is to have a Numemon and use the teddy costume in the Costume House at Toy Mansion. This will allow your Numemon to Digivolve to Monzaemon. Then you must go to the Toy House and talk to the Tinmon there. They will ask you to help them get their friend back whom WaruMonzaemon kidnapped. Then they will open up the door inside Toy Mansion so that you can go in. You have to go through all the rooms in Toy Mansion to reach WaruMonzaemon in the final room. Defeat him in battle and get a Gear. Bring this Gear back to the Tinmon (the Gear turned out to be a Digimon: Hagurumon). Hear their story and then Monzaemon will join the City (well, his costume will anyways).
Monzaemon's costume will hang in the back room at Jijimon's House and Green Gym will be upgraded! (A must have!!)
NOTE: Unless you already have recruited Angemon or have 50 PP, Monzaemon will also upgrade/revamp Jijimon's house when he joins the City.
Nanimon (PP +1)
To recruit Nanimon you must find him in 5 different locations in no particular order. The first time he will drop Digital Keychain as he runs away, and the last time, Xenotype Keychain (both of which will expand your Item pack's capacity by 10). After you find him in all 5 locations, he will join the City (although there will be no "Digimon joins the City!" message, talk to Jijimon later and he will tell you that Nanimon came to the City).
The 5 locations where Nanimon hides are:
Nanimon serves no purpsoe whatsoever in the City, other than standing in the back corner of of the Item Bank doing nothing.
Ninjamon (PP + 2)
Once you have the Secret Item Shop in the City (in other words, you've recruited at least Mamemon, Numemon or Mojyamon), Ninjamon will show up to challenge you at Digimon Bridge (NOTE: You must be heading south to Native Forest to trigger this encounter, otherwise he wont show up). Once you defeat him in battle he will join the City.
Ninjamon only gives you some information regarding Items at the Secret Item Shop, nothing else.
Numemon (PP + 1)
First of all, you must check the Sewers in Factorial Town to find this sickly Numemon. Then you must manage to get inside the factory, find Giromon and defeat him. Afterwards, you need to go to Andromon for him to shut down the factory. Then go back down into the Sewers again and Numemon will battle you. Defeat him and he will join the City.
Numemon opens up the Secret Item Shop as an "add-on" to the Item Shop, where he sells two special Items: Enemy Repel and Enemy Bell.
NOTE: If you already recruited Mamemon or Mojyamon first, then Numemon will simply join them in the Secret Item Shop.
Ogremon (PP + 2)
To begin the "Ogre Quest", you first need to have access to Great Canyon. To do this, you must first come across the "invisible bridge" at Great Canyon Entrance (although you wont know it's a bridge yet). Then talk to Yuramon back at File City about the invisible bridge rumor. Next, head back to Great Canyon Entrane and you'll be able to walk over this bridge to the other side. After this, you need to talk to Yuramon again to hear the rumor about the bandits at Great Canyon.
Then, when you go back to Great Canyon, Ogremon and his lackeys will ambush you (however, you must come from the south for this to happen, not the north). So defeat them in battle and they will run away.
Next, take the elavator (or fall down that dangerous cliff) down to Great Canyon Bottom Area. Go west to come across Ogre Fortress. Head inside and find Ogremon again for a second battle. Defeat him and he will escape one more time.
Now you must travel to Freezeland to find Whamon alongside the western coast of Iceberg Beach. He will ask your help. Accept and he will take you to Secret Beach Cave where you will have to battle Ogremon and his lackeys for the 3rd time. Defeat them and Ogremon will finally... NOT join the City! He will escape (yet again).
You will then find Ogremon at Drill Tunnel (his new "Ogre Fortress") for the final (and easiest) bout. Defeat him and this time he will join the City.
Ogremon just... "patrols" the City during the day (so much trouble for that!).
Palmon (PP + 1)
Further south into Native Forest you will find "a flower". Poke it four times and it will attack you. Defeat him and he will join the City.
Palmon expands/upgrades the Meat Farm (replacing Tanemon), harvesting Giant Meats instead of regular Meats. He will also sell you additional Giant Meats for 500 Bits.
Patamon (PP + 1)
East of the iron door screen in Gear Savanna and west of the toilet screen, you will find Patamon. He will ask you to battle 3 times. Defeat him every time and he will join the City.
Patamon opens up an Item Shop (expands and replaces Betamon's & Coelamon's "picnic" Item stand), offering more Items for sale.
NOTE: If you recruited Unimon, Biyomon or Monochromon first, then Patamon will simply be an "add-on" to the Item Shop, adding more Items for sale.
NOTE: However, Patamon will be the only one to sell you Protection.
Penguinmon (PP + 1)
You will find Penguinmon in the southeastern far end of Freezeland. There, he will challenge you to a "Curling Match". Accept and defeat him in his own game and he will join the City.
NOTE: If you lose, you can challenge him again, but you must bring him a fish the next time around. You can do this as many times as needed.
Penguinmon will open up a "Curling Arena" at Greymon's Arena (obviously, you need to have Greymon's Arena in the City in order for Penguinmon to open up his own place).
Piximon (PP + 3)
You can find Piximon in Tropical Jungle (on the second screen coming west from Digimon Bridge, to be specific). His appearance is random, but you can find him anytime if you keep leaving and re-entering the screen. He will challenge you to a battle, you may accept or decline (and battle him another time). Once you defeat him he will join the City.
Piximon randomly shows up at the Item Shop to sell you the invaluable Training Manual for 50,000 Bits! (A must have!)
Seadramon (PP + 2)
To recruit Seadramon all you have to do is fish him at (southern) Dragon Eye's Lake during late morning (8 AM) or early afternoon (5 PM) and ask him to be friends. He will give you the Blue Flute as a token of your friendship and he will then join the City (there will be no "Digimon joins the City!" message and neither will Jijimon tell you anything about it, but it will add 2 PP).
He doesn't do anything in the City, but you can always call him with Blue Flute to take you to Beetle Land (though you can always fly with Birdra Transport to get there anyways).
NOTE: You don't need the Amazing Rod to fish Seadramon, you can do it with just the Old Rod (although it may be a little more difficult to do so).

SkullGreymon (PP + 3)
First of all, you must first have visited Grey Lord's Mansion (which, by the way, you can only do with a Virus-type Digimon) and helped a dying Myotismon by feeding him a Steak. Once that is done, you need to have Shellmon in the City to read his Shell News about Myotismon's retirement. After you read the bulletin, head back to Grey Lord's Mansion and look out for Myotismon in both the dinning room and the Mansion Basement. Since he's nowhere to be found, try leaving the Mansion and Devimon will appear. After Devimon leaves the once locked door (the one at the bottom hand corner) will be unlocked. Head in and take the elevator down into the Underground Lab. Battle a Tekkamon guarding a door and in there you'll find Myotismon and a little bit further you'll come across SkullGreymon. Defeat him in battle and he will join the City.
SkullGreymon appears nowhere in the City, but supposedly he shows up in the Arena from time to time.
Sukamon (PP + 1)
North of Gear Savanna there's Trash Mountain. There you will meet the "Sukamon Tribe". You will encounter 3 Sukamon here, but only the third one up will join the City. There will be no "Digimon joins the City!" message and neither will Jijimon tell you anything about it, but Sukamon will "secretly" join after you talk to him about his interest in visiting the City.
Sukamon does nothing except occasionally sit there in front of the toilet.
Tyrannomon (PP + 2)
North of Amida Forest there's a place called Ancient Dino Region. Once you enter this area Tyrannomon will engage you. Battle him and defeat him. He will then go back to guard an area further beyond known as Speedy Region. You must go find Tyrannomon again and ask him to help you and let you enter this area. He will allow you to do so. There, in Speedy Region, you must find the "secret" path at the (left) end of the bone tunnel where you'll find "a rock" which is Meteormon. Crack him to trigger him into battle. Once defeated, head back to Tyrannomon and talk to him. MasterTyrannomon will appear and Tyrannomon will join the City.
Tyrannomon opens up a Restaurant where he'll offer you his special meals.
NOTE: If you recruited Meramon, Garurumon or Frigimon first, then Tyrannomon will just be an "add-on" to the Restaurant.
Unimon (PP + 2)
You need to have recruited both Centarumon and Meramon to the City before you can find Unimon at Mt. Panorama. Once you defeat Meramon at Lava Cave, the rocks blocking the path to Mt. Panorama will be gone. So head north into Mt. Panorama (Spore Area) and you'll find Unimon with his wing hurt. Give him a recovery Item (Sm. Recovery or Bandage should do) and he will join the City.
Unimon opens up an Item Shop (expands and replaces Betamon's & Coelamon's "picnic" Item stand), offering more Items for sale.
NOTE: If you recruited Patamon, Biyomon or Monochromon first, then Unimon will simply be an "add-on" to the Item Shop, adding more Items for sale.
NOTE 2: However, Unimon will be the only one to sell you Super Restore.
Vademon (PP + 3)
First of all, you must check out the strange markings on the ground at Mt. Panorama Spore Area. Then, you must recruit Shellmon and read his Shell News about the strange markings and back at Mt. Panorama you will find even more markings on the ground. Next, when the PP of the City is over 45 news about an "alien" will be posted at Shellmon's bulletin. Read it and head over to Mt. Panorama. Vademon will appear and he will join the City.
Vademon will work at the Restaurant where he'll offer you his special meals (his apperance is random).
Vegiemon (PP + 2)
Talk to Tanemon resting at the flowerpot about the strange plant rumor (you can only do this, of course, after you have recruited Palmon). Then on the 15th of the year a Rain Plant will grow in one of the flowerpots. Pick it up and use it to water the "wilting plant" at Tropical Jungle (in the screen south of Great Canyon Entrane). Vegiemon will then sprout out from the ground and join the City.
Vegiemon expands/upgrades the Meat Farm (replacing Palmon), harvesting Sirlpons instead of Giant Meats. Additionally, he also sells Super Carrots and Hawk Radishes for 500 Bits (a very useful and reliable addition!).
Whamon (PP + 2)
After you defeat Ogremon for the second time at his own Fortress, you will find Whamon alongside the western coast of Iceberg Beach in Freezeland. He will ask for your help. Accept and he will take you to Secret Beach Cave where you will have to battle Ogremon and his lackeys for the 3rd time. Defeat them and Whamon will join the City.
Whamon starts a ferry service to take you to Secret Beach Cave and Factorial Town.
Mojyamon opens up the Secret Item Shop as an "add-on" to the Item Shop, where he sells two special Items: Rest Pillow and Health Shoes.
NOTE: If you already recruited Mamemon or Numemon first, then Mojyamon will simply join them in the Secret Item Shop.
Monochromon (PP + 2)
You'll find Monochromon running his own item shop at Great Canyon (in the screen with the toilet room). Talk to him and accept his request to help him out with the sales. Basically, you'll work for 8 hours attending some (16) customers that will come and go asking for Items. Make over 3000 Bits in sales and Monochromon will join the City (if not, you can always try again).

NOTE: If you recruited Unimon, Patamon or Biyomon first, then Monochromon will simply be an "add-on" to the Item Shop, adding more Items for sale.

Monzaemon (PP + 3)
In order to recruit Monzaemon you must first Digivolve your Digimon to a Monzaemon. The easiest way to do this is to have a Numemon and use the teddy costume in the Costume House at Toy Mansion. This will allow your Numemon to Digivolve to Monzaemon. Then you must go to the Toy House and talk to the Tinmon there. They will ask you to help them get their friend back whom WaruMonzaemon kidnapped. Then they will open up the door inside Toy Mansion so that you can go in. You have to go through all the rooms in Toy Mansion to reach WaruMonzaemon in the final room. Defeat him in battle and get a Gear. Bring this Gear back to the Tinmon (the Gear turned out to be a Digimon: Hagurumon). Hear their story and then Monzaemon will join the City (well, his costume will anyways).
Monzaemon's costume will hang in the back room at Jijimon's House and Green Gym will be upgraded! (A must have!!)
NOTE: Unless you already have recruited Angemon or have 50 PP, Monzaemon will also upgrade/revamp Jijimon's house when he joins the City.
Nanimon (PP +1)
To recruit Nanimon you must find him in 5 different locations in no particular order. The first time he will drop Digital Keychain as he runs away, and the last time, Xenotype Keychain (both of which will expand your Item pack's capacity by 10). After you find him in all 5 locations, he will join the City (although there will be no "Digimon joins the City!" message, talk to Jijimon later and he will tell you that Nanimon came to the City).
The 5 locations where Nanimon hides are:
- Ancient Speedy Region (Meteormon's Screen) after you recruit Tyrannomon
- Ogre Fortress (screen where you fought Ogremon) after you recruit Ogremon
- Leomon's Ancestors Cave (left of where you found Leomonstone) after you recruit Leomon
- Sewers at Factorial Town after you recruit Andromon
- Toy Mansion (screen where you fought WaruMonzaemon) after you recruit Monzaemon
Nanimon serves no purpsoe whatsoever in the City, other than standing in the back corner of of the Item Bank doing nothing.
Ninjamon (PP + 2)
Once you have the Secret Item Shop in the City (in other words, you've recruited at least Mamemon, Numemon or Mojyamon), Ninjamon will show up to challenge you at Digimon Bridge (NOTE: You must be heading south to Native Forest to trigger this encounter, otherwise he wont show up). Once you defeat him in battle he will join the City.
Ninjamon only gives you some information regarding Items at the Secret Item Shop, nothing else.
Numemon (PP + 1)
First of all, you must check the Sewers in Factorial Town to find this sickly Numemon. Then you must manage to get inside the factory, find Giromon and defeat him. Afterwards, you need to go to Andromon for him to shut down the factory. Then go back down into the Sewers again and Numemon will battle you. Defeat him and he will join the City.
Numemon opens up the Secret Item Shop as an "add-on" to the Item Shop, where he sells two special Items: Enemy Repel and Enemy Bell.
NOTE: If you already recruited Mamemon or Mojyamon first, then Numemon will simply join them in the Secret Item Shop.
Ogremon (PP + 2)
To begin the "Ogre Quest", you first need to have access to Great Canyon. To do this, you must first come across the "invisible bridge" at Great Canyon Entrance (although you wont know it's a bridge yet). Then talk to Yuramon back at File City about the invisible bridge rumor. Next, head back to Great Canyon Entrane and you'll be able to walk over this bridge to the other side. After this, you need to talk to Yuramon again to hear the rumor about the bandits at Great Canyon.
Then, when you go back to Great Canyon, Ogremon and his lackeys will ambush you (however, you must come from the south for this to happen, not the north). So defeat them in battle and they will run away.
Next, take the elavator (or fall down that dangerous cliff) down to Great Canyon Bottom Area. Go west to come across Ogre Fortress. Head inside and find Ogremon again for a second battle. Defeat him and he will escape one more time.
Now you must travel to Freezeland to find Whamon alongside the western coast of Iceberg Beach. He will ask your help. Accept and he will take you to Secret Beach Cave where you will have to battle Ogremon and his lackeys for the 3rd time. Defeat them and Ogremon will finally... NOT join the City! He will escape (yet again).
You will then find Ogremon at Drill Tunnel (his new "Ogre Fortress") for the final (and easiest) bout. Defeat him and this time he will join the City.
Ogremon just... "patrols" the City during the day (so much trouble for that!).
Palmon (PP + 1)
Further south into Native Forest you will find "a flower". Poke it four times and it will attack you. Defeat him and he will join the City.
Palmon expands/upgrades the Meat Farm (replacing Tanemon), harvesting Giant Meats instead of regular Meats. He will also sell you additional Giant Meats for 500 Bits.
Patamon (PP + 1)
East of the iron door screen in Gear Savanna and west of the toilet screen, you will find Patamon. He will ask you to battle 3 times. Defeat him every time and he will join the City.
Patamon opens up an Item Shop (expands and replaces Betamon's & Coelamon's "picnic" Item stand), offering more Items for sale.
NOTE: If you recruited Unimon, Biyomon or Monochromon first, then Patamon will simply be an "add-on" to the Item Shop, adding more Items for sale.
NOTE: However, Patamon will be the only one to sell you Protection.
Penguinmon (PP + 1)
You will find Penguinmon in the southeastern far end of Freezeland. There, he will challenge you to a "Curling Match". Accept and defeat him in his own game and he will join the City.
NOTE: If you lose, you can challenge him again, but you must bring him a fish the next time around. You can do this as many times as needed.
Penguinmon will open up a "Curling Arena" at Greymon's Arena (obviously, you need to have Greymon's Arena in the City in order for Penguinmon to open up his own place).
Piximon (PP + 3)
You can find Piximon in Tropical Jungle (on the second screen coming west from Digimon Bridge, to be specific). His appearance is random, but you can find him anytime if you keep leaving and re-entering the screen. He will challenge you to a battle, you may accept or decline (and battle him another time). Once you defeat him he will join the City.
Piximon randomly shows up at the Item Shop to sell you the invaluable Training Manual for 50,000 Bits! (A must have!)
Seadramon (PP + 2)
To recruit Seadramon all you have to do is fish him at (southern) Dragon Eye's Lake during late morning (8 AM) or early afternoon (5 PM) and ask him to be friends. He will give you the Blue Flute as a token of your friendship and he will then join the City (there will be no "Digimon joins the City!" message and neither will Jijimon tell you anything about it, but it will add 2 PP).
He doesn't do anything in the City, but you can always call him with Blue Flute to take you to Beetle Land (though you can always fly with Birdra Transport to get there anyways).
NOTE: You don't need the Amazing Rod to fish Seadramon, you can do it with just the Old Rod (although it may be a little more difficult to do so).
